Detroit's plan for 'African Town' stirs racial tensions

The Detroit City Council likely will move forward with plans to create an "African Town" in the tradition of Chinatowns and Little Italys nationwide.
In July, the council resolved to build up a section of the city devoted to African and black American literature, cuisine and art. The council's plan would allow only black businessmen and investors to use the $38 million earmarked for the project.
"The resolutions speak to a real and critical issue that cannot be ignored — the economic disenfranchisement of African-Americans, who represent 80 percent of Detroit's populace," said council member Kenneth V. Cockrel Jr.

I thought the reason there were Chinatowns and Little Italy's is that they were ostracized from the white community in the early 1950's and then decided to live together so that their excellent culinary traditions could be preserved...
I was told by a Detroit resident that African Americans primarily live in the southside of Detroit. I wonder where this African Town is going to be located.
What about the North Africans who are not really black but berbers, tuaregs, egyptians, algerians, nomadic tribes that have arabic strains. The article says "black businessmen will benefit." But aren't the Africans north of the Sahara also africans?
